What is actually happening

 

Modern windows have two or three layers of glass with a sealed gap between them for insulation. Toronto temperature swings cause the glass and frame to expand and contract, which slowly wears out the seal. Once the seal fails, outside air gets in and moisture settles between the panes. This creates a hazy look that cleaning will not fix.
